OREANDA-NEWS. December 08, 2009. The Federal Antimonopoly Service (FAS Russia) found that "Biyskenergo" Ltd. violated Part 1 Article 10 of the Federal Law "On Protection of Competition". The company manipulated prices in the wholesale market of electric energy (power), reported the press-centre of FAS Russia.

The case was initiated upon the findings of the monitoring of price bids filed by "Biyskenergo" Ltd. to the administrator of the wholesale market of electric energy (power) for competitive bidding on the "day-ahead market", as well as competitive bidding for system balancing.

"Biiskenergo" Ltd. generates electric power within the geographic boundaries of the second price zone for electric energy (power), as well as within the boundaries of the free transfer zone of electric energy (power) - the "Barnaul - Biysk power Generation Centre".

Clause 2 Article 25 of No.35-FZ Federal Law "On Electric Power Industry" of 26th March 2003 established a system of regular control over wholesale and retail markets aimed at timely preventing, discovering, restricting and (or) suppressing actions (lack of actions) that have resulted or can result in preventing, restricting, eliminating competition and (or) infringing the interests of electric power engineering entities and consumers of electric power, in particular, by manipulating prices of wholesale and retail markets, including abuse of dominance and (or) exceptional position.
