OREANDA-NEWS. November 24, 2009.”Energostroy” Non-Profit Partnership established with assistance of “IDGC Holding” got the status of self-regulatory organization.

The Board of Directors of IDGC of North-West, JSC considered the issue “On joining of “ENERGOSTROY” Non-Profit Partnership by IDGC of North-West, JSC” on 13 November.

“ENERGOSTROY” Association of organizations implementing building, reconstruction and capital repair of energy objects, grids and substations” created with assistance of “IDGC Holding” has been registered at the State Self-Regulatory Organizations Register (SRO) as of 5 November 2009 by decision of the Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor).

Getting the SRO status, “ENERGOSTROY” becomes a supervisory body of electric grid and energy building carrying out standardization and issue of certificated for access to works influencing safety of capital building objects to replace acting certificates. This is to increase responsibility of all partnership members for provision of safety and operational reliability of objects being created.

Provided that IDGC of North-West carries out building and installation works itself (using own resources) at electric grid network objects, the Company is necessary to get the SRO status to get the access to implementation of such works starting from 1 January 2010. The issue has been put to agenda of the Board of Directors. Competence of the body includes decision-making on owning of other companies’ shares by the Company.

Deputy General Director for Capital Building of IDGC of North-West, JSC Vladimir Bloschitsin who participated in first founding congress of “Energostroy” Non-Profit Partnership (at the picture) explained that a gradual transfer from state regulation in the field of building in the form of certification to partnership control and issue of permits to work would be carried out starting from 1 January 2010 due to changes in the Russian Federation Urban Development Code.

“Time will prove effectiveness of the practice suggested to be put into life starting from the New Year. The practice is to replace certification of companies implementing building, reconstruction and capital repair of energy objects, grids and substations. It is obvious that the existing system has already required a large-scale correcting. As I meet different constructing organizations due to my working activities, I can mention that not all contractors certified to work at energy systems are good for us. Failure to meet dates, low quality, and financing problems happen”.

Due to JSC Vladimir Bloschitsin, he “expects the new form of business partnership among energy companies and contracting organizations build at the basis of partnership control principles to eliminate existing problems”.
“Energostroy” SRO now both acts in accordance with rights entrusted to it by issuing permits to work at energy systems to contracting organizations and is responsible for members of its organization. Partnership control seems to me to be a closer form of control as image of a reliable partner is a significant capital in business and no one would like to lose it,” says a Top Manager of IDGC of North-West, JSC.
