OREANDA-NEWS. November 24, 2009. The "Perm Network Company" Ltd. transferred to the federal budget 4,992,440 Rubles and 4,987,450 Rubles as the fines for antimonopoly violations discovered by the Office of the Federal Antimonopoly Service in the Perm Region (the Perm OFAS Russia), reported the press-centre of FAS Russia.

In August 2008, the Perm OFAS Russia found that the "Perm Network Company" Ltd. abused its dominant position. In particular, the company unreasonably restricted transmission of heat energy to a residential house in Perm in violation of the established limitation procedures, which infringed the interests of the residents. The Perm OFAS Russia issued a determination to the "Perm Network Company" Ltd. to stop the violations and to avoid such violations in the future. The company executed the requirements o the antimonopoly body and paid a "turnover" fine.

On 21st October 2008 года the Perm OFAS Russia established another fact of abusing dominant position by the "Perm Network Company" Ltd. In this case, the company violated the law by unreasonably imposing a heat supply contract upon consumers of heat energy in Perm. The company sent letters and telegrams regarding heat supply restrictions as well as invoices, issued without entering into a heat supply contract with the "Perm Network Company" Ltd. The Perm OFAS Russia issued a determination to the "Perm Network Company" Ltd. to eliminate the violations and imposed a fine, which the company paid.

The decisions and determinations of the Perm OFAS Russia were appealed to the Courts by the "Perm Network Company" Ltd.; however, the Courts pronounced validity of the conclusions made by the antimonopoly body. Also the Network Company attempted to appeal the determination regarding the fine imposed in the second case, but the Courts also confirmed its validity.
