FAS Need to Look into Situation in Light Industry
OREANDA-NEWS. November 24, 2009. The Expert Council for Developing Competition in Light Industry at the Federal Antimonopoly Service (FAS Russia) will form a Working Group for perfumery and cosmetic goods, a Working Group for leather and fur products, a Working Group for the textile and apparel industry, and a Working Group for container glassware. The decision was made at the Council session, reported the press-centre of FAS Russia.
At the session the FAS Russia's experts, representatives of associations and unions of light industry enterprises discussed the situations in the markets of glass beer bottles and overalls. Presentations were given by Mr Dvoryankin, General Director of "Orekhovo-Zuevo Glass Company" and Police Colonel Izyumov, Acting Head of the Department for Labour Adaptation of Convicts, of the Russian Federal Penitentiary Service.
Andrey Tsyganov, Deputy Head of FAS Russia and the Chairman of the Expert Council, explained the legislative novelties to the Council.
In particular, he discussed the new definitions of market dominance and monopolistic prices, the rules for non-discriminatory access to the goods of natural monopolies, prohibited "vertical" agreements, and new prohibitions of the actions of the authorities. The Deputy Head of FAS Russia talked about the changes in the system of control over economic concentration and the amendments to the Criminal Code of the Russian Federation.
Summing up the session, the Council made a decision to form four Working Groups to study the situation in various sectors of the light industry in terms of compliance with the antimonopoly legislation.
"I am positive that through those Working Groups we will be able to combine the efforts of the Antimonopoly Service and the market participants and develop proposals for promoting competition and improving government control and supervision over the light industry", said Andrey Tsyganov, Deputy Head of FAS Russia.
