OREANDA-NEWS. November 06, 2009. The plant to utilize hard domestic waste in Baku (President Ilham Aliyev participated in the ceremony of its foundation laying on 3 November) will be built for record short term.

The Azerbaijani Ministry of Economic Development informs that commissioning of the plant is scheduled for September 2012.

The plant is located at the Balakhani landfill (territory of hard waste collection) that was transferred under authority of Temiz Sheher OJSC (Clean City). A 20-hectare land plot was allotted for the plant’s construction.

The plant will have two production lines, each of which is designed for processing of 250,000 tons of waste a year.

After construction of the third line plant’s capacity will grow up to 750,000 a year. Then the plant will be able to utilize up to 10,000 tons of medical waste a year.

The plant will be built by tender winner CNIM S.A. (France).

The 20-year agreement (with a possibility of extension for 10 more years) was signed with CNIM for engineering, construction and management of the plant

The project cost is EUR346 million and it will take 40 months on project engineering and construction.

CNIM asked up to EUR 18-20 million for management with the enterprise.

By incinerating 500,000 tons of wastes the combustion plant will produce 125,000 tons of slime. The incinerator will generate 231.5 million kWh of power covering 15% of its own needs.

The plant will allow reduction of garbage in Baku 10-fold and its weight 3-fold. The enterprise conforms to toughest ecological standards of the European Union and Azerbaijan.

The tender procedure for the plant construction was closed on 11 February 2008.

The contractor is required to build the plant with capacity of incineration of 500,000 of wastes a year and use the best technology of cleaning and generation of energy.
