Legislative Chamber of Uzbekistan Passes New Laws
OREANDA-NEWS. November 06, 2009. The Legislative Chamber of the Oliy Majlis of Uzbekistan passed a number of laws at its session.
The deputies adopted the law “On archive activities”, which should now be approved by the Senate.
Today in Uzbekistan thee are 120 archive establishments and almost 7,600 departmental archives, containing over 100 million documents.
The law “On archives”, adopted in 1999, needed to be improved because of the serious changes in the sphere over the past years.
In 2004, the Cabinet of Ministers passed a resolution on improvement of the archive activities in the country. The Man Archive Department was transformed into the Uzarchive agency under the Cabinet of Ministers.
Also, a program of development of archive activities and records management and measures were defined to reconstruct and modernize state archives.
The deputies also passed the law on introducing changes in the Administrative Responsibility Code, developed in the framework of the National plan of actions to implement the ILO conventions on eliminating the worst forms of child labor and on the minimum age for employment.
The deputies said the new norms will establish responsibility of the individuals, including parents, for the use of the labor of the underage persons at unfavorable works, which may cause harm to their health or safety.
The law also strengthens the responsibility of the employers for the violation of the legislation on labor in regards to the underage persons.
The chamber then approved changes in the article 113 of the Criminal Code, establishing responsibility for the infection of other persons with HIV due to improper implementation or non-implementation of professional duties.
The deputies stressed that the introduction of the criminal responsibility for such actions was related to their high social danger and the heaviness of the possible consequences.
Another approved law was the law on introducing changes in the Administrative Responsibility Code, envisaging responsibility for non-implementation of the requirements of the laws on civil defence and on protection of the population and territories from emergency situation of natural and anthropogenic character.
The lower chamber of the parliament also approved the changes in the law “On securities market”, developed in accordance with the President’s resolution of 28 July 2009 on stimulating the increase of the share of long-term credits of banks used for financing investment projects.
