WB, FAS Exchanged Opinions on Antimonopoly Legislation Implementation
OREANDA-NEWS. October 27, 2009. Within the framework of realization of the program "Assistance to development of the system of state authority and governance in the Russian Federation" the experts from the World Bank visited the Federal Antimonopoly Service of the Russian Federation (the FAS Russia) in the period. The program is held under the assistance of the World Bank and the Department of International Development of the Great Britain, reported the press-centre of FAS Russia.
The experts from the World Bank shared their experience in the field of the leniency program application, imposition of fines for anticompetitive practices, decision making activities during the case studies on the violations of the antimonopoly legislation.
The representatives from the Department for Control over State Authorities, the Anti-Cartel Department, the Legal Department, and the Department for International Economic Cooperation which participated in the meeting informed the experts from the World Bank about the procedures of imposition of fines and decisions making within the FAS Russia as well as on the main regulatory documents which the FAS Russia uses in its activities.
The preliminary report on the review of the current activity of the FAS Russia in the field of control over the procedures of internal transit of documents and transparency of information as well as external cooperation will be submitted by the experts of the World Bank. Also the experts will propose the recommendations on improvement of professional ethics based on the best practices of strengthening of institutional capacity that is applied by the leading competition authorities.
