OREANDA-NEWS. October 22, 2009. The Federal Antimonopoly Service initiated a case against the Ministry of Energy of the Russian Federation (Minenergo Russia) for the elements of violating Part 1 Article 15 of the Federal Law "On Protection of Competition", reported the press-centre of FAS Russia.

The case was initiated upon Minenergo Russia issuing an order of 2nd June 2009 "On Approving the List of Fuel and Energy Facilities Supervised by the Ministry of Energy of the Russian Federation, and Subject to Industry Security". The List includes not only government -owned facilities, but also facilities of other forms of ownership. The companies operating in the market of security services and the heads of protected facilities are forced to terminate the contracts for security services, following the order of Minenergo Russia that security service on the facilities included in the List can only be provided by the security service of Minenergo Russia.

FAS Russia suspects that this requirement violates not only the Federal Law "On industry Security Service" but also the Federal Law "On Protection of Competition", because it eliminated competition on the market of security services.
