FAS Fined Centre-Telecom for RUR 8 mln
OREANDA-NEWS. October 22, 2009. The Office of the Federal Antimonopoly Service in the Yaroslavl region (OFAS Russia) fined "Centre-Telecom" OJSC 8,339,829 Rubles for abusing its dominant position in the market of services of local and zonal communication under Article 14.31 of the Code on Administrative Violations, reported the press-centre of FAS Russia.
The Yaroslavl OFAS Russia found that "Centre-Telecom" OJSC violated the antimonopoly legislation (Part 1 Article 10 of the Federal Law "On Protection of Competition"). The company unlawfully suspending local telephone services to residents of Yaroslavl that had agreements with the provider under the terms of postponed payment. Earlier "Centre-Telecom" OJSC sent them a bill for not only the services in the past month but also for the current month (advance payment) and informed about disconnecting them form telecommunication services in case of their failure to pay.
Determining the fine, OFAS Russia took into account that "Centre-Telecom" OJSC voluntarily eliminated the violation.
"It is unacceptable to violate the rights of citizens for equal access to communication services by not observing the rules for providing those services. That's why in this situation we stood up for the constitutional rights of citizens", commented Natalia Sibrikova, the Head of the Yaroslavl OFAS Russia.

Since the beginning of 2009 the Yaroslavl OFAS Russia has already pronounced twice that "Centre-Telecom" OJSC violated the Federal Law "On Protection of Competition". One of this already confirmed by the Arbitration Court.
