OREANDA-NEWS. October 16, 2009. A Commission has carried out examination of readiness of the Minusinsk CHP for operation in the 2009-2010 autumn and winter period from 6 till 9 October. The Commission has carried out a complete estimation of readiness of main and additional equipment for set loading and made the following conclusion: the Minusinsk CHP, a branch of JSC “Yenisei TGC (TGC-13)” is ready for operation under winter conditions, reported the press-centre of TGC-13.

Operation of special inter-department Commissions on examination of energy enterprises readiness for winter loadings is being carried on at production branches of JSC “Yenisei TGC (TGC-13)”.

As of today, the following four production branches of the Company have already received the Operational Readiness Certificate for the coming autumn and winter period: the Krasnoyarsk CHP-2, the Krasnoyarsk CHP-3, the Kansk CHP and the Minusinsk CHP.

Tasks of the Commission include examination of readiness of equipment for operation within the period of maximum loading, state of fuel capacity, organization of operative and dispatch management, equipping of working places, level of professional skills of personnel. Structure of the Commissions include not only representatives of JSC “Yenisei TGC (TGC-13)” but supervision and control bodies such as “Rostekhnadzor” Yenisei Interregional Territorial Department and the Krasnoyarsk Regional Dispatch Department, a branch of JSC “SO UES” as well.

The Commission having operated at the Minusinsk CHP has also examined readiness of the CHP’s employees for action under abnormal situations by participation of personnel in the general station accident and fire preventing training.

The following situation possible to occur in winter in the South region of the Krasnoyarsk region was chosen the topic of the training: “Actions of employees in case of frequency fluctuations and placement of a station in isolated operation with deep undervoltage at station’s bus bars and at 110 kV grid under the external air temperature equal to minus 25 degrees. Fire at additional equipment of a dredge pumping station”.

A possible development of the situation is stopping of an electric station with interruption of hot water delivery and heating in the city. To prevent it, the electric station personnel are to take all steps to “hold” the station and prevent development of the accident.

As a result of skillful actions of the Minusinsk CHP personnel, an accident was liquidated during the training. Steps taken by the employees were estimated as “good” by the Commission.

As a result of operation of the Commission, the Operational Certificate of Readiness for the 2009-2010 autumn and winter period of the station has been signed.
