OREANDA-NEWS. October 14, 2009. Based on the monitoring results of influence of port rates introduction and the rules of their application in the seaports of RF as well as in accordance with Mintrans of Russia and FGUP Rosmorport information, Federal Tariff Service (FTS of Russia) made a decision on advisability of introduction of changes into the FTS of Russia order N 522-t/1 dated December 20, 2008 “On approval of port rates and the rules of their application in seaports of RF”.

As per the Ministry’s information it was decided to approve the maximum port rates level in the seaports of RF. The decision has economical grounds as the influence of the suggested rates changes of pilot fees and other port charges in seaports of RF put into force by the FTS of Russia order N 522-т/1 dated December 20, 2007 on the change of price of inbound calls into seaports of RF was estimated.

Introduction of changes will allow optimize the port fees structure to gain the balance of customers’ interests and those of natural monopolies holders that provide availability of their services including those in the sphere of pilot escorting of vessels, FTS of Russia told. At the same time the elaborated rates of port fees in the seaports of RF and the Rules of their application will secure balanced activity of FGUP Rosmorport and that of seaports administration taking into consideration cover of expenses on the according services provided in the seaports on condition of the rates for the seaports services customers remaining unchanged.

The decision made by FTS of Russia shall come into force in the order set forth, summed up in the Ministry.
