OREANDA-NEWS. October 14, 2009. It was said by the IDIS Viitorul expert Corina Gaibu during the economic debates concerning VAT reimbursement. The state has largest VAT reimbursement debts to following economic agents: Sudzucker Moldova, Portul fluvial Ungheni, Draexmailer Automotive, AGRO-SZM, Metalferos, Moldatsa, Kelly Grains Impex, Combifuraj-Vulcanesti, Arbomax and others.

The expert said it was discouraging foreign investors. Under the law, the VAT reimbursement period is 45 days, while in reality it is three and more months, Gaibu said. Economic agents said the too big list of documents needed to apply for reimbursement, very strict requirements of experts, money return periods, necessity of the tax control, collection of information in regions were the worst difficulties with VAT reimbursment.

The expert suggested using „the first who came is served first” principle when effecting payments from the budget, using information technologies for collecting information, reducing VAT reimbursment period to 15 days, cancelling control of exporters with each VAT reimbursement request. Corina Gaibu also suggested applying fines against the state in the amount of 120 percent o the National Bank’s refinancing rate for amounts that weren’t returned in time. The Minister of Agriculture and Food Industry Valeriu Cosarciuc who participated in the debates said the current Government admitted presence of these problems and would introduce respective alterations which will facilitate the VAT reimbursement process.
