Ministry of Transport of Russia Approves General Rules for Ships
OREANDA-NEWS. October 7, 2009. By the order of the Ministry of transport of the Russian Federation from August, 20th, 2009 №140, registered in the Ministry of Justice of Russia on September, 24th, 2009 - registration №14863, the General Rules for Sailing and Stays of Ships in Seaports of the Russian Federation and on Approaches Thereto are approved.
The General Rules for Sailing and Stays of Ships in Seaports of the Russian Federation and on Approaches Thereto developed according to the Federal law from November, 08th, 2007 № 261 ФЗ "About seaports in the Russian Federation and modifications of separate legislative acts of the Russian Federation" and the Trade Navigation Code of the Russian Federation, establish the basic requirements for navigation of vessels and vessel traffic management in the water areas of the seaports and on approaches, including:
• In operation ranges of vessel traffic management systems;
• Touches of vessels into seaports and exits from seaports;
• Vessels stays in seaports and on approaches;
• Security and safety of port hydroengineering constructions;
• Ecological safety, quarantine observance in seaports;
• Maneuvers connected with vessels passing by dredging vessels at encounter sailing;
• Icebreaking pilotage;
• Signals regulating touches of vessels into seaports and exits from seaports;
• Signals about tides, ebbs and water levels;
• Signals about expected storms and strong winds.
This document is obligatory for execution by vessels irrespective of their national and departmental belonging, and also by physical and legal entities irrespective of the organizational-legal form and form of ownership, carrying out activities in seaport and on approaches. On its basis in each seaport of the Russian Federation taking into account geographical, hydrometeorological, technological and navigating peculiarities obligatory decisions in a seaport will be developed according to the established procedure.
