Energoatom Concern Discusses Preparations for Central NPP Project
OREANDA-NEWS. September 18, 2009. Representatives of the fuel and energy complex and tariff policy departments of the administration of Kostroma region took part in the discussion.
“The conferees discussed the preparations for the feasibility study and the environmental impact assessment of the construction and operation of the 1st and 2nd units of Central Nuclear Power Plant as well as for the public hearings on the preliminary environmental impact assessment to be developed by Atomenergoproekt OJSC (Moscow),” reports the press service of the administration of Kostroma region.
The construction of Central Nuclear Power Plant is stipulated by the general scheme for allocation of power facilities in Russia till 2020. In Sept 2009 Energoatom Concern submitted to the administration of Korstoma region a declaration of intention to finance the project. Central NPP will have two WWER reactors with a capacity of 1,170MW each. The plant will be placed at the Buy site in Buy municipal district of Kostroma region. This is the site of Kostroma NPP, a Soviet project stopped in 1987. The estimated cost of the project is 134.3bln RUR (in the prices of 2008).
The environmental impact assessment process was started this Aug and is supposed to be finished in Apr 2010. The EIA materials are based on the technological solutions applied during the construction of Novovoronezh Nuclear Power Plant-2 (NPP 2006 project). The feasibility report is supposed to be approved by the end of 2010. The approval of the feasibility study will be followed by an application for allocation license, development of project specifications and application for construction license (2010–2012). The preparatory stage of the project will last from 2010 till 2013, the principal stage will be started in 2013. The 1st unit is supposed to be commissioned in 2017, the 2nd one – in 2018.
