OREANDA-NEWS. September 04, 2009. IDGC of North-West carried out the meeting of the executive office managers and the branches of IDGC of North-West representatives: “The change of the technological connection current legislation” (Regulation of the Government of the Russian Federation as of April 21, 2009 No.334).

The basic accent in the service of the applicants of the agenda within the framework of the joint consultations was presented in the issues connected with technological connection to grids of the privileged category of the applicants.

IDGC of North-West mentioned that they are aimed at the direct meeting of the legislation concerning the issues of technological connection and are ready to constructively participate in their improvement. IDGC of North-West is ready to render help in preparation of the single line schemes before the approval of the module schemes of connection.

During the discussion the Directors of the branches of the company’s subdivisions especially pointed out in their speeches that the discrepancies being at present in the legislation of the Russian Federation make the implementation of the activities determined by the legislation difficult. First of all it concerns the privileged category of the consumers.

Thus, the amount of payment for technological connection for the applicants up to 15 kW is determined in the amount of RUR 550 (with VAT) with the condition that the distance from the borders of the area of the applicant to the objects of the grid organization is not more than 300 meters in the city and 500 meters in the rural area. If the distance from the object of the applicant increases the amount determined by the rules of technological connection to the grid organization does not have the right to sign the agreement for technological connection by the individual project (paragraph 33.1 of the technological connection rules).

During the meeting in IDGC of North-West they took the decision to sent the letter to Federal Tariff Service and Federal Antimonopoly Service and ask for the official explanation of the order of the grid organization actions within the framework of discrepancies which are in the subparagraph “a” of paragraph 17 and paragraph 33.1 of Rules regulating all the issues connected with technological connection to the electric grids. One more problem the grid companies faced with during first three months of the Russian Federation Regulation No.334 life (May-July of 2009) – additional shortfall in income of the Company. By the assessments of the branch directors the forecasted shortfall in income can be accounted in hundreds of RUR million.

“Only for the first three months of the Regulation No.334 life (May-July of 2009)” the shortfall in income of IDGC of North-West was over RUR 100 million”, said Alexander Mikhalkov, Development and Services Realization Deputy General Director of the unified company (in the photo).

Rules of technological connection oblige the grid organization to carry out the technological connection of power installations of the applicants of less than 100 kWh (inclusive by the single point of connection) irrespective of the presence (absence) of the technical possibility. The law establishes that the compensation of losses is carried out during the following periods of regulation by the tariff of the electric power transmission.

The shortfall in income of IDGC of North-West for the current year can be compensated only during their inclusion to the tariff of 2009. Before this time the basic sources of technological connection works financing of the privileged categories of applicants can only be the loan means.

As it was determined at the meeting of IDGC of North-West, the losses of the grid organization occur in case of the rejection of the consumer to get the part of the technological connection capacity applied for earlier. In this case the shortfall in income of the company does not have the coverage sources. Their compensation by the tariff for power transmission in the next period of the regulation is not determined by the legislation.

“The loss in this case can be recovered only in case of selling of the freed capacity by the price which is more than the amount of the returned money means. It is almost impossible to do it in the regions, as far as in all the subjects of the Russian Federation being in the zone of responsibility of IDGC of North-West the individual tariffs for technological connection are implemented”, Alexander Mikhalkov determined one more problem.

Together with this, the management of the unified company and branches of IDGC of North-West are aimed to carry out the constructive dialogue with all the interested parties and support the effective implementation of the Government Regulation No.334.
