Share of SME in Public Procurements Should Be Increased to 70%
OREANDA-NEWS. September 03, 2009. At the Collegium of the FAS Russia on August 31, 2009 in Kazan the President of the All-Russian organization “Support of Russia” Mr. Sergey Borisov appealed to the Federal Antimonopoly Service with the view of combining facilities to increase the share of the small and medium sized enterprises sector participated in public procurements to 60-70% in the nearest 10 years, reported the press-centre of FAS Russia.
The “Support of Russia” cooperates with the FAS Russia for a long time, but creation of public consultative councils at federal and regional levels gave an extra push to their joint activity. “I think that now is the time to analyze the existing practice of interaction between small and medium sized enterprises and the antimonopoly service to identify problems which should be solved in the nearest future”,- Mr. Borisov said.
Special attention is demanded in regard to activities in the sphere of technological connection to grids. This area causes many questions from the business-entities. Mr. Sergey Borisov said that the FAS Russia and the “Support of Russia” developed a workbook (will be published on September 10) which helps business-entities to orientate better in legislation in this sphere.
According to Mr. Sergey Borisov, improving of legislation is one of the main important problems of the law-enforcers. The Act of Public procurements determined the main direction of that process. At the same time necessity of application the similar act to the subjects of natural monopolies is extremely important issue.
