Dear shareholders,As you are well aware, in accordance with the Company's Provision on the Dividend Policy, it was decided by the General Meeting of Shareholders of OAO Belon to pay/declare dividend in the amount of RUB 1.332 for each ordinary share. In view of the current measures for restructuring the Company’s portfolio, as well as of the progressing optimization of the bonded loan of OOO Belon-Finance, Belon plans to start paying dividend for the year of 2008 in October 2009. This refers to the dividend due to minority shareholders of OAO Belon, as the majority shareholder of OAO Belon, Onarbay Enterprises Limited, Cyprus, considered the opinion of Belon’s Director General, Andrey Dobrov, passed in relation to the impossibility of taking out money from the Company during the current economic recession, accepted the position of Belon's management and decided to defer payment of dividend announced for 2008 until December 31, 2010.
