On August 16, 2009 a sitting of the Cabinet of Ministers was held to consider the priority issues of the current national policy, the progress in implementing the important projects and programmes aimed at intensifying social, economic and cultural development of the country, reported the Official website turkmenistan.gov.tm.

Speaker of the Mejlis A. Nurberdyeva reported on the preparations for the regular, third meeting of the Parliament of the fourth convocation. In particular, the deputies would debate the laws drafted to update the national legislation in compliance with the fundamental reforms implemented under the leadership of the Turkmen leader in all spheres of the lie of the state and society.

Focusing on the importance of the issues put on the agenda of the parliamentary meeting Gurbanguly Berdimuhamedov said that modernization of the legal framework was a key factor of the reform strategy and the reliable basis for further comprehensive development of Turkmenistan. Specifying the parameters of long-term development the President set the tasks set to the parliamentarians in this field.

Vice Premier, Minister of Foreign Affairs R. Meredov reported on the progress in drafting the 2010-2015 United Nations Development Assistance Framework (UNDAF).

The Minister reported on the preparations for a regular meeting of the intergovernmental Turkmen-Russian commission for economic cooperation and Turkmenistan’s participation in the Golden Autmun-2009 Agricultural Exhibition, which would be held in Moscow this October.

Gurbanguly Berdimuhamedov emphasized that endeavouring to develop the constructive dialogue with different countries worldwide and the international organisations to strengthen global peace, security and sustainable development Turkmenistan attached paramount importance to partnership with the United Nations Organisation and built is on a long-term basis.

Gurbanguly Berdimuhamedov said that the new programme of cooperation playing the role of the basic document of further collaboration between Turkmenistan and the largest international organisation would create powerful incentives to successfully implement the large-scale programmes that had the common aim – actively contribute to development of independent neutral Turkmenistan.

Touching upon the coming business forum in the Russian capital the President emphasized that they would promote further mutually advantageous cooperation in the trade and economic sector, in particular agriculture.

Reporting on the progress in implementing the economic reform Vice Premier T. Japarov said that the regulations on licensing the audit activity, insurance activity and professional activity on equity market had been drafted. The Vice Premier reported on the issues of financing capital repair of apartment houses and other social facilities which were on balance of the khyakimliks of Balkanabat and Turkmenbashi.

Reporting on the concrete results of cooperation with the world’s largest financial institutions the Vice Premier reported that the report prepared by the IMF expert group that had been on a working visit to Turkmenistan had been approved at the meeting of the Board of the International Monetary Fund. The IMF experts had highly evaluated the ongoing economic and financial reforms in Turkmenistan and the measures taken on the initiative of the Turkmen leader to mitigate an impact of global crisis on the national economy including establishment of the Stabilizing Fund. The IMF experts had forecasted the further steady progress of Turkmenistan and enhancement of its prestige as the country most attractive for investments.

Commenting on the report Gurbanguly Berdimuhamedov said that the ultimate goals of the reforms initiated in the country were sustainable development of Turkmenistan, enhancement of the wellbeing for many years ahead and improvement of the standards of living of the Turkmen people. The President said that achievement of these goals was the main criterion of success of the reforms that was evident today to the people of Turkmenistan and all over the world. The Turkmen leader said that the report of the experts of the authoritative international financial institute proved the correctness of the chosen way that enabled Turkmenistan to lead among the most dynamically developed countries of the world. The President gave instructions to make the IMF conclusion publicly available.

The President approved the draft regulations on audit activity and budgetary financing of facilities and signed the relevant resolutions.

Vice Premier H. Muhammedov reported on the preparations for the participation in the Golden Autumn-2009 Agricultural Exhibition, which would be held in Moscow this year.

Focusing on the significant importance of the forums that were aimed at enhancing mutually advantageous partnership between Turkmenistan and the business circles of Russia and other countries of the world the Turkmen leader said that the exposition that would represent Turkmenistan at this prestigious forum should be thoroughly elaborated. Noting that Turkmenistan’s pavilion should showcase Turkmenistan’s achievements Gurbanguly Berdimuhamedov said that the participation in the exhibition in Moscow could be regarded as the preparations for the CIS agricultural forum that Ashgabat would host this autumn.

Vice Premier H. Saparlyev reported on the work done in the period. The Vice Premier reported that during three summer months about 11,500 young citizens of Turkmenistan had spend their summer holidays at 8 health-improving centres in Geokdere settlement near Ashgabat. 60 health-improving and recreation centres throughout the country and summer school camps had received about 110 children. The Vice Premier reported on the preparations for the Jeytun – the centre of the early civilization international scientific conference that would bring together over 40 world-renowned scientists in Ashgabat this September. The Vice Premier reported on the preparations for the new academic year.

Commenting on the report the Turkmen leader focused on the need to elaborate the issues related to the educational process including supply of state-of-the-art equipment to schools and design and publication of textbooks, learning aids and other school attributes that should meet the quality requirements. In this regard Gurbanguly Berdimuhamedov demanded that strict control of the quality and content of printed materials for schoolchildren.

Touching upon the coming conference the President said that it would spotlight the rich cultural heritage of the Turkmen people that was of keen interest worldwide today. Gurbanguly Berdimuhamedov said that the unique historical and cultural monuments located in the territory of Turkmenistan were its essential part and to preserve study and popularize them was a priority of the national policy. In this regard the President suggested that the mufti of Turkmenistan should draft the concrete proposals to organize the pilgrimage to the national spiritual sanctuaries and said that the Government would provide assistance in dealing with these issues. In his context the President said noted that Muslims all over the world were preparing to celebrate the sacred Oraza that marked the imperishable spiritual values – moral purity, mercy and humanism.

Touching upon the issues related to health service the President focused on the need to maintain the sanitary and epidemiological wellbeing, especially in the sphere of public catering and trade.

Vice Premier D. Orazov reported on the preparations for the Turkmengurlyshik-2009 international exhibition and the Development of Construction Industry of Turkmenistan in the Epoch of New Revival international scientific conference which would bring together the representatives of over 100 foreign companies and businessmen from all over the world in Ashgabat.

Focusing on the need to hold the sectoral exhibitions and conference on a regular basis Gurbanguly Berdimuhamedov emphasized that these forum accumulated the best international practices and achievements and provided an opportunity to establish fruitful business contacts. The President said that an increased number of new potential partners among the participants of the forums in Ashgabat vividly illustrated increased interest in dynamically developed Turkmenistan that was open for mutually advantageous cooperation and new joint projects initiated in the framework of the large-scale projects and programmes.

Vice Premier M. Akmammedov reported on the progress in the important agricultural campaigns – sowing winter grain crops and picking raw cotton and the preparations for the participation in the Golden Autumn-2009 Agricultural Exhibition in Moscow, at which Turkmenistan would be represented by the ministries and departments of the agro-industry sector.

Commenting on the report Gurbanguly Berdimuhamedov demanded that the high-ranking officials of the agricultural ministries and departments should ensure effective operation of all branches of the agro-industry sector and take the necessary measures to reap this year’s harvest without losses and sow winter wheat according to schedule. Focusing on the exceptional importance of these campaigns the Turkmen leader provided an example of Dashoguz grain growers who were the first to start to sow winter wheat and accelerate the pace of the sowing campaign.

Touching upon the Golden Autumn-2009 Agricultural Exhibition Gurbanguly Berdimuhamedov said that it was a splendid opportunity for Turkmen agro-industry sector to establish contacts with new business partners in production and processing of agricultural products, study the innovative agricultural technologies applied abroad and present Turkmenistan’s achievements in this sector.

Approving the proposals to provide storehouses to private producers Gurbanguly Berdimuhamedov said that the Government would provide support and assistance to the private sector that played an important role in developing the national economy, creating new jobs and increasing the income of the population through simplifying tax policy, providing lax loans and creating other incentives.

Vice Premier N. Shagulyev reported on the preparation for opening the new buildings of the Turkmen State Institute of Transport and Communication and the kindergarten for 160 children constructed at the request of the Ministry of Communication in Ashgabat.

Gurbanguly Berdimuhamedov said that the Institute of Transport and Communication would train highly qualified specialists for transport and communication – the priority sectors of Turkmen economy. Touching upon the issues of further development of these sectors the President focused on the poor quality of services provided to air passengers and set the tasks to improve the quality of passenger service to the Turkmenhowayollary State National Service.

Vice Premier B. Khojamuhammedov reported on the progress in fulfilling the tasks set to oil and as industry. In particular, the Vice Premier reported on the progress sin developing industrial infrastructure of the oil and gas deposits in the Caspian Sea under the projects implemented in collaboration with the foreign partners including Dragon Oil and Petronas Charigali (Turkmenistan).

The draft resolutions regulating the procedure of licensing the sales of oil products and fuels and lubricants, the contracts for supplies of materials and machinery for Tutkmenhimya State Concern were presented to the President for review.

Approving these documents as a whole Gurbanguly Berdimuhamedov set the priority tasks to the high-ranking officials of the fuel and energy departments, which were aimed at employing the profound resource potential of the basic sectors of the national economy to achieve the goals of the long-term programmes on development of oil and gas and chemical industries.

Minister of Defence Ya. Erdiev reported that the contracts for construction of two five-storey 40-apartment buildings in Ashgabat and five four-storey 40-apartment buildings in Atamurad in Lebap Velayat for the families of the Ministry personnel had been concluded. It was noted that the contractors were the winners of the international tenders – the Turkmen private construction companies Durli-Yaz and Doganlar.

Emphasizing that creating the favourable housing and living conditions for military personnel would be the primary concern to the Turkmen state the President said that the design of the future buildings should have the modern elements.

Vice Premier M. Yazmuhammedova reported on the preparations for the new academic year at schools subordinate to the Ministry of Culture and TV and Radio Broadcasting.

Commenting on the report Gurbanguly Berdimuhamedov focused on the need for the most responsible approach to training and education of the younger generation and said that the books performed the important enlightening mission. The President said that the important tasks were set to Turkmen printing workers who were to improve the quality of printed materials especially those for schoolchildren.
