FGC UES Convened Meeting on APEC Summit & ESPO Oil Pipeline
OREANDA-NEWS. August 14, 2009. Mr. Oleg Budargin, acting Chairman of the Management Board of JSC FGC UES, convened the business meeting on construction of power supply facilities for summit of the Asia-Pacific Economic Cooperation (APEC) countries and the Eastern Siberia - Pacific Ocean (ESPO) oil pipeline. The meeting took place in Vladivostok. Mr. Sergei Ivanov, Chief Deputy Chairman of the Management Board of JSC FGC UES, Mr. Alexei Maslov, Member of the Management Board of JSC FGC UES, Director General of JSC “Centre for engineering and construction management UES”, Mr. Sergei Smirnov, Director General of JSC FGC UES affiliate – Backbone electric grids (MES) of East, managers from design and power construction organizations participated in the meeting, reported the press-centre of FGC UES.
JSC FGC UES completes 500 kV Vladivostok substation (501 MVA) and 500 kV Dalnevostochnaya - Vladivostok transmission line with a length of more than 94 km in the Primorski Krai. This is a link of 500 kV Dalnevostochnaya - Vladivostok – Lozovaya – Chuguyevka power ring that will be created in southern part of Primorski Krai toward the end of 2011 to increase power supply reliability for current consumers and to arrange conditions for the new consumers, as well as for facilities of ESPO oil pipeline and APEC summit due to be held in Vladivostok in 2012.
At present the main works on installation and assembly of 220 kV outdoor switchgear equipment are completed, 500 kV outdoor switchgear equipment is being installed, autotransformers and 220 kV controlled shunt reactor are being assembled at Vladivostok substation which is under construction. Supports have been installed, conductor and protective earth wire assembled at 500 kV Dalnevostochnaya - Vladivostok transmission line. The planned period of final completion has been set for the end of 2009.
Reconstruction of 220 kV Spassk, Beregovaya and Shirokaya substations has started in 2009. Technical re-equipment of these substations will provide 268 MVA of additional transformer capacity for the Primorski Krai energy system. JSC FGC UES executes construction of new backbone grid facilities and integrated reconstruction at the existing facilities in the region under the Agreement concluded with the Primorski Krai Administartion on development of the Primorski Krai electric energy system up to 2012 and providing reliable power supply for consumers.
JSC FGC UES completes tenders, concludes construction contracts for the new 220 kV Patrokl and Russkaya substations to provide electric energy directly for the summit objects. Construction will commence this October. JSC FGC UES executes works on these objects under the Federal purpose-oriented subprogramme “Development of Vladivostok as the international cooperation centre in the Asia-Pacific Region” in accordance with “Design and construction schedule for the major objects of 2012 APEC summit” that has been approved by Minister of Regional Development of the Russian Federation.
JSC FGC UES completed the first stage of technical connection of substation in the specialized maritime oil loading port in Kuzmino bay to the Unified National Electric Grid (UNEG) in May of 2009 to provide power supply for facilities of the Eastern Siberia - Pacific Ocean pipeline system situated in Primorski Krai. The two 220 kV overhead transmission lines connected the substation in oil loading port to 220 kV Shirokaya – Partizansk transmission line. Nowadays, volume of capacity being delivered to a consumer comprises about 10 MW.
In 2013 the consuming capacity will increase up to 28.6 MW of declared level when the second and third connection stages are completed. It is scheduled to complete expansion of 220 kV outdoor switchgear, upgrade relay protection, emergency automatics and communication systems during the second stage of technical connection of 220 kV Shirokaya substation to the end of 2009. The two 220 kV transmission lines, which will connect substation in the oil loading port to 500 kV Lozovaya substation, will be constructed during the third stage within 2010-2013. Construction is provided by JSC FGC UES investment program. Commissioning of Lozovaya substation as well as 500 kV Chuguyevka – Lozovaya – Vladivostok transmission line will provide the first category of power supply reliability for the oil loading port.
Throughout 2008-2012 JSC FGC UES will complete construction, reconstruction and upgrading of 14 backbone grid facilities in Primorski Krai. Investments will count for more than 28.5 bln rubles.
