OREANDA-NEWS. On 14 August 2009 was announced, that the Presidium of the Government of the Russian Federation at its meeting on July 23, 2009 adopted the following decisions on the items on its agenda.

1. Cutting the list of products subject to mandatory certification and expanding the sphere of declaration of compliance

The Ministry of Industry and Trade and the Ministry of Economic Development have been instructed, jointly with the federal executive bodies concerned:

To finalize in light of the discussion the integrated list of products subject to mandatory certification and the integrated list of products subject to declaration of compliance (hereinafter, “the lists”) paying particular attention to the replacement of mandatory certification with a system of declaration of compliance pursuant to Decree of the President of the Russian Federation #797 of May 15, 2008 On Immediate Measures to Liquidate Administrative Restrictions in the Course of Entrepreneurial Activities and submit the draft of the relevant act to the Government of the Russian Federation under standard procedure;

To study the possibility of using the lists to solve the issues of accreditation of certification agencies and test laboratories (centers) and submit the relevant proposals to the Government of the Russian Federation;

To submit to the Government of the Russian Federation proposals on the mechanism of expeditiously adjusting the lists as corresponding technical regulations come into force.

The Ministry of Industry and Trade jointly with the Federal Customs Service have been instructed to study the issues connected with legal regulation of the import into the customs territory of the Russian Federation of products included in the lists and submit agreed upon proposals to the Government of the Russian Federation.

The federal executive bodies have been instructed, in developing technical regulations, to make provisions for predominant use of declaration of compliance as the form of mandatory confirmation of compliance with due account of the potential danger of the products concerned.

2. Introducing amendments to certain acts of the Government of the Russian Federation.

The Government of the Russian Federation has adopted a draft decree on the said issue.

3. The criteria and results of the distribution of subsidies to the budgets of the subjects of the Russian Federation to support measures to balance the budgets of the subjects of the Russian Federation

The Government of the Russian Federation has adopted a draft executive order of the Government on approving the distribution of subsidies to support measures aimed at balancing the budgets of the subjects of the Russian Federation in the amount of 58,171,708 thousand roubles.

The Finance Ministry and the Ministry of Regional Development have been instructed to study the issue of financial assistance to mono-cities out of the money earmarked for the support of measures to balance the budgets of the subjects of the Russian Federation.

The relevant proposals shall be submitted to the Government of the Russian Federation under standard procedure.

4. Granting to the budgets of the subjects of the Russian Federation subsidies out of the Federal Budget to support measures to balance the budgets of the subjects of the Russian Federation pursuant to the instructions of the President of the Russian Federation and the Government of the Russian Federation.

The Government of the Russian Federation has adopted draft executive orders of the Government on granting subsidies out of the Federal Budget to support measures to balance the budgets of the subjects of the Russian Federation in the amount of 14,561,490.4 thousand roubles to the budgets of the Republic of Kabardino-Balkaria, the Karachayevo-Circassian Republic, the Republic of Adygey, the Republic of Buryatia, the Republic of Dagestan, the Republic of Ingushetia, the Republic of Mariy El, the Republic of Tyva, the Altai Territory, the Kamchatka Territory, the Krasnodar Territory, the Stavropol Territory, Archangelsk Region, Vladimir Region, Voronezh Region, Irkutsk Region, Kaluga Region, Moscow Region, Novosibirsk Region, Rostov Region, Ryazan Region, the City of St. Petersburg and Chukotka Autonomous Area.

5. Draft federal law On Introducing Amendments to the Federal Law On the Securities Market and the Federal Law On the Specific Features of the Issue and Circulation of State and Municipal Securities.

The Government of the Russian Federation has approved the draft federal law On Introducing Amendments to the Federal Law On the Securities Market and the Federal Law On the Specific Features of the Issue and Circulation of State and Municipal Securities and has decided to submit it to the State Duma under standard procedure.

6. Draft federal law On Introducing Amendments to Chapter 26, Part 2 of the Tax Code of the Russian Federation.

The Government of the Russian Federation has approved, in light of the results of the discussion, the draft federal law On Introducing Amendments to Chapter 26, Part 2 of the Tax Code of the Russian Federation and will submit the same to the State Duma under standard procedure.

7. Draft federal law On Introducing Amendments to Article 342, Part 2 of the Tax Code of the Russian Federation.

The Government of the Russian Federation has approved the Draft federal law On Introducing Amendments to Article 342, Part 2 of the Tax Code of the Russian Federation and will submit it to the State Duma under standard procedure.

8. Draft federal law On Introducing Amendments to the Criminal-Procedural Code of the Russian Federation

The Government of the Russian Federation has approved the draft federal law On Introducing Amendments to the Criminal-Procedural Code of the Russian Federation and will submit it to the State Duma under standard procedure.

9. Draft federal law On Ratification of the Memorandum of Understanding on Coordinated Development of the Ring Motorway Around the Black Sea

The Government of the Russian Federation has approved the Draft federal law On Ratification of the Memorandum of Understanding on Coordinated Development of the Ring Motorway Around the Black Sea and will submit it to the State Duma under standard procedure.

10. Introducing amendments to the Statute on the Ministry of Transport of the Russian Federation.

The Government of the Russian Federation has adopted a draft decree of the Government on the said issue.

11. Introducing amendments to the Statute on the Ministry of Healthcare and Social Development of the Russian Federation.

The Government of the Russian Federation has adopted a draft decree of the Government on the said issue.

12. Establishing abbreviated names of the federal executive bodies.

The Government of the Russian Federation has adopted a draft decree of the Government of the Russian Federation On Introducing Amendments to some Acts of the Government of the Russian Federation.

13. Submitting to the President of the Russian Federation for the purpose of ratification the Agreement between the Russian Federation and the European Union on the Participation of the Russian Federation in the Military Operation of the European Union in the Republic of Chad and the Central African Republic (EUFOR Chad/CAR)

The Government of the Russian Federation has adopted a draft decree of the Government of the Russian Federation on the said issue.

14. Granting to the Government of the Republic of Dagestan budget allocations out of the Reserve Fund of the Government of the Russian Federation for the Prevention and Liquidation of Emergency Situations and the Consequences of Natural Disasters

The Government of the Russian Federation has adopted a draft executive order on the said issue.
