On August 11, 2009 The President of Turkmenistan issued the Resolution authorizing the State Border Service of Turkmenistan to conclude the contract for design and construction of the buildings of the military hospital, equipment of the hospital with advanced technologies, state-of-the-art equipment, spare parts and consumable materials in Bikrova village near Ashgabat with the EFOR Insaat Yatirim Sanayi we Dis Tijaret A.S. Company (Turkey) on terms of personnel training and improvement of the adjacent territory to the total sum of US 58.517,186 (without VAT), reported the Official website turkmenistan.gov.tm.

According to the document construction is to be started in September 2009 and the facility is to be put into operation in August 2011.
