On 11 August 2009 was announced, that during an enlarged meeting of the Cabinet of Ministers of Turkmenistan, the head of the Supreme Chamber of Control, Orazmyrat Gurbannazarov, delivered a report on the audit of "Turkmenistan" State Commercial Bank that revealed numerous shortcomings and violations.

Having criticized the bank for unsatisfactory performance, President of Turkmenistan Gurbanguly Berdimuhamedov relieved chairman of "Turkmenistan" State Commercial Bank Yusup Kazakov of his post. Davud Durdyev, who earlier worked as Vice Chairman of the Board of State Bank for Foreign Economic Affairs of Turkmenistan, was appointed to this position.
