Nuclear Workers Exchange Experience of Operation
OREANDA-NEWS. August 05, 2009. The Energy Sales Department of Energoatom Concern OJSC held a seminar on “Organization of Fiscal Metering of Electric Power Produced by Energoatom Concern in Compliance with Requirements of Wholesale Electricity Market”, reported the press-centre of Minatom.
Representatives of nine nuclear power plants and the Central Office of Energoatom Concern, the Federal Grid Company, ATS (Trade System Administrator), contractor organizations, independent experts in the field of fiscal metering of electric power took part in the seminar.
Head of the Energy Sales Department of Energoatom Concern Konstantin Artemyev said that it was the first seminar on automated measuring and information system for electric power fiscal accounting. “This is not a training workshop. Our key goal is to exchange experience of operation of electric power fiscal metering system, to discuss related problems and to jointly find ways to solve them as well as the new requirements set by the market to fiscal metering of electric power.”
Energoatom Concern is one of the first business entities to have confirmed the compliance of its electric power fiscal metering system with the requirements of the wholesale energy market. As a result, the Concern no longer needs to apply substituting power metering systems.
The participants in the seminar discussed the peculiarities of the operation of automated measuring and information system for electric power fiscal accounting and the metrological support of the system, new regulations in the field of fiscal metering of electric power, the possibilities of use of telemetric data or exchange of technological data with automated system of the System Operator.
Representatives of NPPs made reports on the performance of their systems and made proposals on how to improve it.
Some of the participants suggested certain changes to the corporate regulations on automated measuring and information system for electric power fiscal accounting, which after adoption will become the key fiscal energy metering guideline for the Central Office and the NPPs of Energoatom Concern.
Such events help to consolidate experience and knowledge and to work out specific plans of action and integrated attitudes to development and operation of energy metering systems.
