OREANDA-NEWS. July 30, 2009. The Federal Antimonopoly Service of the Russian Federation (FAS Russia) basing on the results of its activity in 2008 has been re-included into the list of world leading competition authorities of the Rating Enforcement Survey, published by the "Global Competition Review" journal, reported the press-centre of FAS Russia.

In this year' Rating the FAS Russia shared 30-35 position with the Belgium's Competition Authority, Brazil's SEAE, Mexico's Federal Competition Commission, Poland's Office for Competition and Consumer Protection and Slovakia's Antimonopoly Office.

The FAS Russia received 2,5 stars for its activity, at that only the FAS Russia' and Poland competition authority' dynamic of growth was assessed as positive by the Rating' experts.

The growth of the FAS Russia' position in the 2008 Rating was secured by the number of factors. First of all, it is the FAS Russia' active work on perfection of the national competition legislation and enforcement including the strengthening measures on combating cartels. Besides, the independent experts noted significant efforts on competition advocacy that includes close interaction with the Russian and international business communities, permanent informing of the international public about current activity of the Russian competition authority and its legislative initiatives.

Starting from 2005 the Federal Antimonopoly Service is included in Rating Enforcement Survey published by the independent international edition "Global Competition Review".

The given Rating is an independent international expertise of the activity of world' competition authorities. In order to be included into the Rating the authorities should meet different criteria elaborated by this edition. In the previous years among more than 100 competition authorities existing in the world only best 38 were included into the Rating and their activity was evaluated basing on the 5-stars principle. Studying the Rating and its conclusions enables to determine strong and weak points of the authority' activity and to elaborate measures on perfection of competition policy and law enforcement practice.

In the 2006 Rating the Russian competition authority shares 26-38 position with Greece' and Argentina' competition agencies receiving 2 stars (at the first entry of the Russian competition authority into the given Rating in 2005 the FAS Russia' activity received 1,25 stars).

In 2007 the FAS Russia increased its place being awarded by 32-36 position and receiving 2,5 stars".
