OREANDA-NEWS. On 16 July 2009 was announced, that over 14,300 complaints and claims for debt collection for heat power totaling 1.172 billion roubles have been presented by JSC “Far Eastern Generating Company” (JSC “FEGC”) against individuals and legal entities from the beginning of 2009. The amount of demands to non-payers from energy company – heat power supplier – increased nearly twice as compared with similar period of the last year.

Only in May of this year the lawyers of JSC “FEGC” have presented to court instances 1,776 statements of action totaling 78.8 million roubles, beating the target. The biggest plaint in the last month has been presented by the energy company to house management #1 of Khabarovsk Military house administration, which debt is amounted 40.5 million roubles. Among those who have been presented the plaints there are prestigious housing complexes in Khabarovsk: partnership of housing owners (PHO) “Amurskiye zori-1” and “Amurskiye zori-3”, PHO “Leo Tolstoy”. The debtors are traditionally remain the budget institutions of Nikolayevsk-on-Amur and Amursk in Khabarovsk krai, the company-retailer of heat power JSC “AKS” in Amurskaya oblast and part of population of the region.

The court decisions are confirmed the lawfulness of JSC “FEGC” demands regarding the payment for heat power by the customers. But this fact, as it is, is not a guarantee of automatic debts paying. The energy company has to struggle for it. Nevertheless, already in this year it has managed to return to the company’s budget over 275 million roubles. These funds are extremely needed for preparation of power stations and heating mains od the south of the Far East to coming winter.

Jointly with service of officers of justice the lawyers of energy company are regularly ‘visited” the non-payers out of common citizens. Since the beginning of 2009 have been conducted 347 joint raids. One third of such visits have crowned by debts payment for heat: seeing the officers of justice the debtors at once have found money, totaling over 11 million roubles. In 36% of cases there have been documents for deduction funds at job place or other source of debtor’s income. There are several cases completed by the arrest of the property.

In the recent times there became regular raids jointly with representatives of GIВDD (State Traffic Safety Inspectorate). With their help are detected the drivers who has the debts for heat payment. If in the raid the officer of justice is participated, the debtor could be left without car right on the road. One more efficient action, especially in the vacation season, is the forfeiture of the possibility to visit abroad.

To unfair customers the heat power cost even more than others. They have to pay not only the basic debt, but fines and court costs. At the same time JSC “FEGC” is trying its best to settle the debt payment matters by “peaceful way”, making agreements with debtor for installment payment, regularly carry out special actions for writing off the fines in all five Far Eastern regions where the municipal heating is applied.

We stress that the JSC “Far Eastern Generating Company” has no right to distribute the heat free of charge. This will cause the hit against the reliability of the power supply to te Far Easterners, because the collections for heat is the only source of funds for repair of energy equipment and heating mains, accumulating the fuel.
