ORGRES Completed Development Regulation for Gas Turbine Units
OREANDA-NEWS. July 13, 2009. First Russian Regulation for startup time of Combined Cycle Power Plants and Gas Turbine Units
Branch of JSC “Engineering Center UES” – “Firm ORGRES” – completed the development of Regulation for starting time of 100-150 MW Gas Turbine Units and 39-450 MW Combined Cycle Power Plants. The document defines full periods of time from receiving the start order from the operator to plugging into the network and achieving the nominal capacity. This is the first standard of this kind in Russia for this type of equipment.
The Customer was ОАО “System Operator of UES”. The work was performed by “Firm ORGRES” since July 2008.
The project included selection of source operation and calculation materials (schemes, start schedules, manuals, etc.), preparation of questionnaires to be distributed at thermal power stations; analysis of the received materials, survey of starting mode technologies, setting of start stage timing for CCPP and GTU, development of Regulation for start duration and CCPP and ПЕГ loading to the nominal rate.
For the development of the Regulation, source data was used from several thermal power stations: CCPP-450 – of Severo-Zapadnaya thermal electric power station (St Petersburg), Kaliningradskaya TPS-2, TPS-27 of ОАО “Mosenergo”; CCPP-325 – of Ivanovskaya GRES power plant (Ivanovskiye CCPP); CCPP-220 – at Tyumenskaya TPS-1; CCPP-130 – power station “Mezhdunarodnaya “ (Moscow) ; GTU-100, GTU-150 – GRES-3 of ОАО “Mosenergo”. The regulation was reviewed, discussed and approved at the meeting of Scientific and Engineering Council of “Engineering Center UES”, presented to the Customer – ОАО “System Operator of UES” and must be introduced as a guidance document.
The developed Regulation identifies and sets the actual operational maneuverability за CCPPs and GTUs; provides standards for the duration of start and loading of power units of this type, proceeding from various thermal conditions. These features of the Regulation make it possible for the operative dispatching service operators schedule the well-substantiated system loads, precluding uncertainty in defining the time for activating /deactivating the reserve power units.
