FAS Found Anapa Airport Violated Law
OREANDA-NEWS. July 06, 2009. The Federal Antimonopoly Service (FAS Russia) found that "Anapa" Airport" OJSC violated Part 1 Article 10 of the Federal Law "On Protection of Competition" (abusing dominant position). FAS Russia did not issue a determination because the company terminated its activities for providing fuel to aircrafts.
"Anapa" Airport" OJSC violated the law by refusing to provide possibilities for delivering its own aviation fuel by "Aeroflot - Russian Airlines" OJSC in the city of Anapa (Vityazevo airport), which resulted or could have resulted in infringing the interests of "Aeroflot - Russian Airlines" OJSC and restricting competition on the market of air transportation.
FAS Russia will initiate administrative proceedings under Article
14.31of the Code of the Russian Federation on Administrative Violations.
"The FAS Russia's decision is aimed at developing competition in air transportation and providing non-discriminatory access to airport services, including the services of fuelling facilities", said Anatoly Golomolzin, Deputy Head of FAS Russia. "Recently FAS Russia has made considerable, systemic work for developing competition in the industry. It processed dozens of cases for violating the antimonopoly legislation from Vladivostok to Kaliningrad. As a result, air passengers have a better choice and the cost of aviation fuel has been reduced, which leads to reduction of air fares. FAS Russia formulated and introduced to the Government of the Russian Federation the draft Regulations for non-discriminatory access to airport services, including fuelling facilities, which is a very important step".
