Russia Claims for Samur-Absheron Canal Running Jointly with Azerbaijan
OREANDA-NEWS. July 3, 2009. Only concessions proposed by Azerbaijan could get moving forward the process of delimitation of its border with Russia.
Yesterday in Baku Vladimir Dorokhin, the Russian ambassador to Azerbaijan, the main outcome of the Baku visit of Russian leader Dmitry Medvedev is achievement of principal arrangements on a range of issues of great importance for both sides and ensuring progress of relationships in spirits of partnership and neighbourliness, including the matter of state border delimitation.
“The course of negotiations is quite successful and we have coordinated more than 90% of line where the border must run. There remained only some non-coordinated segments – the most difficult and important runs on the Samur River as use of water resources depends on the line of border passing. The statement on principles of delimitation of state borders signed during the President’s Medvedev’s visit defines parameters of compromises, on thre basis of which the two countries can achieve mutually acceptable decision of the border problem. The proposals made by Azerbaijan on joint use of water resources (Samur River) ad joint operation of Samur-Absheron hydrosystem allowed to achieve mutually-acceptable understanding in the matter,” Dorokhin said.
Samur-Absheron Canal complex is the main source of water for northern riverside regions and the capital of Azerbaijan. Currently Azerbaijan runs up to 80% of Samur river resources and Russia claims for parity water supply intake.
