IDGC of North-West Develops Infrastructure of Territories

IDGC of North-West's General Director Alexander Kukhmay delivered the report "Main Trends of the Technical Policy of the Electric Grid Complex Development" at the meeting of the "ELEKTROPOLIS" professional club of heads of distribution grids which was carried out in St. Petersburg.
The leader of the Interregional Distribution Grid Company of North-West region, which occupies around 10% of Russia's territory and has a population of nearby 5 million people, emphasized in his report that common interests of power specialists and regions allowed to work in the modern way as to rapprochement of positions between participants of the electric power market and regulators.
"Maintenance of stable power supply of consumers and dynamical infrastructural development of territories may be achieved by accepting grounded tariff solutions ensuring reliable operation of the network complex and realization of a long-term investment strategy," Alexander Kukhmay stressed.
In opinion of the IDGC of North-West's Leader, the tariff financing of the network organization which solves serious infrastructural tasks, is non-comparable to the size of the final tariff and those marginal levels of tariffs for transmission of electric power which are positioned by the FTS for 2010, artificially containing an economically proved growth of expenses.
"Full freezing of tariffs is an effective, but hardly always an efficient solution", Head of the Government Vladimir Putin said within one of his reports.
"Considering that deterioration of the network complex of the region for today exceeds 65%, it needs reconstruction and upgrade," Alexander Kukhmay emphasized speaking within on the declared subject. "Despite the crisis phenomena, within the limits of the company's long-term investment strategy, we have generated the 2010 investment program in the volume of RUR 4.5 billion. This considerably exceeds volumes of investments into development of the regional network complex of the current year.
According to Alexander Kukhmay, at planning of the next year's investment programs, the extra means were not used as a source of financing. It is supposed that the reconstruction and new construction in the North-West region will be carried out only due to amortization (54.1%), payment for technological connection (10.8%), profit of the reporting period (35%) and other sources of external financing (0.1%).
Besides arranging for solution of the main task of the network organization - reliable electric power supply of consumers, the IDGC of North-West's management also solves another important task - preservation of the united company’s personnel potential.
"In conditions of the crisis, the main thing is an adequate understanding of the scale of problems, search for grounded decisions," Alexander Kukhmay emphasized. "It is obvious that overcoming the consequences of crisis may be achieved by association of efforts of the Government of the Russian Federation, administrations of the constituent entities of the federation, IDGC Holding, power companies, and a high degree of transparency of activities of all constituent entities. We are ready to an open dialogue,” General Director of IDGC of North-West concluded.
