On 17 June 2009 COMSTAR – United TeleSystems (COMSTAR-UTS, LSE: CMST), the leading integrated telecommunications operator in Russia and the CIS, announced that it has appointed Alexander Tartakovsky to the position of General Director in a number of companies of the COMSTAR-UTS Group in the Ural federal district.

In April–May 2009, Alexander Tartakovsky was appointed under secondary employment to the position of General Director of “Ural Telephone Company” CJSC, “EuroTel” JSC (affiliate of STREAM-TV) and “Management and Leasing” JSC in Ekaterinburg; “TV Networks” JSC, “Telesat” JSC, branch of STREAM-TV in Nizhny Tagil, Sverdlovsk region; “VT Channel” CJSC, “First Perm Internet Center” CJSC and branch of STREAM-TV in Perm.

At the same time, Alexander Oshev (previous position – Director of Ekaterinburg department of the Interregional Cellular Communication Branch in Uralsvyazinform company) was appointed Executive Director of “Ural Telephone Company” CJSC, “EuroTel” JSC and “Management and Leasing” JSC in Ekaterinburg; Evgeny Myasnikov (previous position – Director of STREAM-TV branch in Nizhny Tagil) was appointed Executive Director of “TV Networks” JSC, “Telesat” JSC, branch of STREAM-TV in Nizhny Tagil, Sverdlovsk region; Mikhail Zhitkov (previous position – Director of STREAM-TV branch in Perm) was appointed Executive Director of “VT Channel” CJSC, “First Perm Internet Center” CJSC and branch of STREAM-TV in Perm.

According to Viktor Koresh, COMSTAR-UTS Vice President for Regional Development and General Director of STREAM-TV, “these appointments in the Urals have been made as a part of the plan for reorganization of the COMSTAR-UTS Group business providing for incorporation of a single operating company, COMSTAR-Regions, with consolidated branches in six federal districts of the Russian Federation. Personnel replacements are an important step in consolidation of our regional assets based on these macrocenters. Alexander Tartakovsky will be in charge of common strategic development of the Group business in the Ural federal district, while executive directors will be engaged in operational administration of affiliates’ businesses.”

Alexander Mironovich Tartakovsky was born in 1962 in Perm. In 1984, he graduated the electronic technical department of the Perm Polytechnic Institute with Automation and Telemechanics speciality. In 1999, he got the diploma of the Moscow International Business School (MIRBIS), Finance and Credit speciality. Before joining the COMSTAR-UTS Group, Alexander Tartakovsky worked in Adonis Plus, Perm-ASKO companies; in 2003–2005, he occupied position of the Head of Department, Counsellor of Uralsvyazinform branch Director (Perm). In 2007–2008, he worked as a Deputy Chairman of the Perm Kray Government in Economic Issues and Counsellor of the Perm Kray Government Chairman. In August 2008, he came to work in STREAM-TV and got the position of the Urals Macroregion Project Manager, Business Administration and Development Department.
