On May 26, 2009 Stats-Secretary Andrey Tsarikovskiy, Deputy Head of GFAS Russia, gave a report on the second antimonopoly law package at the seminar "Changes to the antimonopoly legislation: the new rules of the game", organized by Goltsblat BLP law firm jointly with the Association of Corporate Lawyers, reported the press-centre of FAS Russia.

The antimonopoly legislation is undergoing important changes against, and market participants must be able to promptly react to the novel legislation.

The seminar objective was to inform market participants on the innovations to the Russian antimonopoly law and the existing enforcement practice, as well as to discuss the changes to business organization required in this connection.

The seminar covered the following issues: what are the main changes to the antimonopoly legislation; where will be the focus of the work of antimonopoly bodies; how to work efficiently with antimonopoly authority; what rules are applicable to participants of the agreements on the goods and financial markets; what are the conditions for participating in the leniency programme; what is changing in the antimonopoly control over transactions; what kind of international experience is used by the Russian antimonopoly bodies as the guidelines, etc.

Presentations were also given by the Goltsblat BLP experts on corporate mergers and acquisitions, market practice, settlements, and the antimonopoly group of Goltsblat BLP: Maksim Kul'kov (partner), Elena Turusova (the Head of a group), Yevgenia Borzilo (the Head of a group), Alexander Partin (senior lawyer), and Nikolai Voznesensky (senior lawyer).

David Harrison, partner European Law / Antimonopoly Legislation, BLP, talked about international cartels.

Mr Dorovsky, the Head of the Normative Legal Work, at the GAS Russia's Legal Department, also took part at the seminar.

Stats-Secretary Andrey Tsarikovskiy, Deputy Head of the FAS Russia: "Today is perhaps one of the first important public presentations on the issue of the "second antimonopoly law package". For the first time the package is presented as a reality. Currently the law package is going through the second reading at the State Duma of the Russian Federation and lawyers still have an opportunity to influence its content".
