OREANDA-NEWS. May 26, 2009. Mikhail Yevraev, the head of the Department for Control over State Procurement of the Federal Antimonopoly service (FAS Russia), took part in the parliamentary hearings at the State Duma of the Russian Federation on the reform of state procurement, reported the press-centre of FAS Russia.

"Today we opened the second stage of the state procurement reform (transition to e-auctions) by organizing an electronic auction during the TV-bridge Moscow-Khabarovsk", said Mikhail Yevraev. "Now state customers from any regional of Russia will be able to place orders at three electronic sites: the site of the Moscow Government, the site of the Savings Bank of Russia and the site of Tatarstan. Site location does not matter because all documentary flows will be only in electronic format."

The two main objectives of the state procurement reform are:

1. The sites must be able to accommodate the necessary number of auctions;
2. There should be strict control over site operations.

According to Mikhail Yevraev, "3.5 years that have passed after 94-FZ Federal Law "On State and Municipal Procurement of Goods, Works and Services" was adopted, have proved that we chose the right way. The main confirmation of this is the findings of the survey at http://www.zakupki.gov.ru/ - 74% of businessmen voted in favor of the law on state procurement. Also during the three years that the law is in force, savings haves reached more than 500 billion Rubles".

"The Antimonopoly Service trusts the Federal Law "On State Procurement…" is aimed against corruption and facilitates development of competition and small businesses", concluded Mikhail Yevraev.
