Angara-Baikal Watershed District Council Structure Approved
OREANDA-NEWS. On 26 May 2009 was announced, that structure of the Watershed Council of Angara-Baikal Watershed District has been approved. According to the Order of the Federal Agency of Water Resources, it consists of 50 members. Anatoliy Khmelkov, the Head of Yenisei Watershed District Administration under the Federal Agency for Water Resources, was appointed to the position of the Council Chairman. Moreover, the Watershed Council includes directors of Chita, Irkutsk regions territorial administrations of the Federal Agency for Water Resources as well as directors of Baikal Water Resources, Federal Agency for Subsurface Management (Krasnoyarsk Region, Irkutsk Region, the Buryatia Republic), Federal Control Service over Environmental Management, Federal Service for Hydrometeorology and Environment Monitoring, Federal Service for Environmental, Technical and Nuclear Control, and other interested agencies. The RF Ministry of Energy appointed two representatives to the Watershed Council. They are General Director of “RusHydro”, JSC Vasiliy Zubakin and Deputy Senior Engineer of “Irkutskenergo”, JSC Alexander Ognev.
Mayors also became members of the Waatershed Council. Mayor of Bryansk Sergey Serebrennikov, Mayor of Irkutsk Vladimir Yakubovsky, Mayor of Irkutsk Region Igor Naumov are among them.
To remind, watershed councils are created in accordance with the RF Water Code. Their competence include working out of recommendations on use and protection of water objects located within the boundaries of the watershed district; on order of setting and determination of water quality purpose characteristics; on forming of water object protection measures; on determination of water resource intake (withdrawal) limits. Watershed councils are created for a five-year period. Recommendations of watershed councils are taken into account while working out water objects complex use and protection.
