OREANDA-NEWS. On 20 May 2009 was announced, that a working group for normative support of the coordinating board (CB) aimed at creating a system of self-regulating companies included in the Integrated Body for Urban Design Policy and Development of Moscow held a session.

The session was chaired by president of Association of Russian Builders (ARB) and deputy chairman of the CB, Nikolay Koshman.

The participants of the session have considered several issues, including:

Preparation of methods the self-regulating companies supervise the activities of their members and use disciplinary penalties.

Organization of work of the consulting centre of the CB.

Organization of work aimed at information support of the CB.

A report on the first issue was made by head of the CB’s working group, Aleksandr Samoylov, and member of the working group, Mariya Kuznetsova. Having discussed the issues, the participants approved the elaboration of documents and recommended to submit them for consideration of the CB to confirm them as its internal normative documents.

Later Mr Samoylov introduced the ground rules of the draft regulations for the CB’s consulting centre aimed at creating the system of self-regulating companies in Moscow.

The participants of the session also approved this project in general and recommended to submit it for consideration of the CB.

Taking into account the importance of providing information about the CB’s activities in the internet, the press services of the Integrated Body and ARB were tasked to work out the relevant normative document while Construction World was to be used for this purpose on the initial stage.

Editor-in-chief of Construction World, Valentin Elisseenko, spoke on the third issue on behalf of the developers.

Mr Elisseenko noted that the press services had worked out jointly a draft normative document and submitted it for examination. This is the regulations of cooperation of the CB, the Integrated Body and ARB aimed at maintaining and updating the information system called Self-Regulating Companies of Moscow.

The stated document has been elaborated according to the current legislation of Moscow: the city government’s decree No 841-PP (amended) issued on 7 October 2003 and decree No 293-RP issued on 24 February 2009. In particular, it was suggested that all information concerning the system of self-regulating companies in the making would be posted on Construction World. The CB's official site is expected to be launched later.

This approach to the matter was approved by the working group. Besides, it was noted that the relevant news posted on Construction World could appear on ARB’s site as well.

Summing up the analysis of the project introduced, Mr Koshman recognized the document as a very substantial. The official enlisted the other participants' support submitted it for consideration of the CB.
