On May 26, 2004, due to the rapidly increasing wear-and-tear of the TEC-2 equipment, the Supervisory Board of Latvenergo AS approved the necessity to reconstruct the station after hearing the viewpoint of the Management of the power generation company and competent specialists of the Riga thermal power station no. 2.
Following this approval, on March 15, 2005, Latvenergo announced a tender of a draft project development for the Riga TEC-2 reconstruction. Three tenderers applied: Siemens, Alstom Power and Iderdrola.
On August 17, 2005, the winner was announced and Spanish company Iberdrola Ingenieria y Consultoria S.A.U./Iberdrola Generacion S.A.U. (Iberdrola) was chosen as the constructor of the new power unit of the Riga TEC-2.

In honour of the official opening of the new power unit of the Riga thermal power station no. 2 (TEC-2), Latvenergo AS has made an educational and informative movie about the reconstruction of the TEC-2. It shows the construction of the power unit of the electricity production facility starting from laying the foundation-stone till putting it into the operation at the end of 2008.
