OREANDA-NEWS. May 07, 2009. According to the decision adopted by NARCETI, providers that have the right to use the phone numbers for rendering Premium rate services in electronic communications networks are obliged to inform the users on the conditions of these services free of charge.

These numbers are non-geographic phone numbers from the block 900 XXXXX, which provide access to the content-services provided at the tariffs exceeding tariffs for the national calls. Incomes are distributed between the networks and electronic communications services’ provider and the content- services’ providers.

Among these services are: advice, contests, interactive games, congratulations in the live broadcast, high-interest information (latest news, business and marketing - information, exchange rates, weather forecasts, jobs, etc.). Content-services’ provider is any provider of the networks and services, electronic communications services or any third individual or legal entity which uses these numbers to provide content - services for electronic communications networks. According to the decision of the Agency, the licensee for rendering Premium rate services shall provide the following information: the name of the content - service provider, the type of service and the tariff of one call or minute.

The period of preliminary informing must be separated from the payment period by the special sound signals. At the same time, the period of provision of the content - service should be limited up to 10 minutes. In case of organization of interactive competitions and congratulations during the live broadcast on television or radio, the licensee shall periodically advertise free information, at least every 10 minutes on the TV screen or to advertise it during the entire duration of these programs having the right to tax the phone call from the first second.

In case of provision of the content - service of up to 30 seconds, the licensee shall provide free information through ads in media having the right to tax a phone call from the first second.
