OREANDA-NEWS. May 07, 2009. The Deputy Head of the FAS Russia Mr. Andrey Tsyganov visited Hamburg for participating in the 14th International Conference on Competition, organized by the Bundeskartellamt, reported the press-centre of FAS Russia.

The International Conference on Competition has been organized by the Bundeskartellamt every year since 1982. At the last Conference in 2007 in Munich almost 400 participants from around 70 countries met to discuss competition issues of international importance.

The last International Conference on Competition was devoted to the issue "Dominant companies - The thin line between regulation and competition law" and allowed bringing together leading officials and competition experts from all over the world to discuss competition issues.

At the Conference' opening session the following participants presented welcoming speeches:

- Mr. Ole von Beust, First Mayor and President of the Senate of the Free and Hanseatic City of Hamburg;

- Mr. Michael Glos, Federal Minister of Economics and Technology;

- Ms. Neelie Kroes, the EU Competition Commissioner;

- Dr. Wulf Bernotat, the CEO of E.On AG.

During the Conference the participants considered certain problems related to the market dominance.

One of the discussions was devoted to the issue "Release from regulatory control - when and how?" which was focused on the setting the line between regulatory and competition law control and the transition from one regime to the other as well as to examination of the significance of the dominance criterion in the assessment process.

In addition, during the consideration of "Dominant company" - That now? Consequences of a categorization under competition law" issue the representatives of international organizations neglecting the line between the competition law and regulatory law discussed issues and problems arising from the categorization of a company as dominant.

In general, it was underlined that collaboration between the FAS Russia and the Bundeskartellamt in the field of competition policy and enforcement has large potential and is planed to be developed in future.
