OREANDA-NEWS. May 7, 2009. Center for Networks Management (CNM) was founded on July 1, 2008 in order to improve the system of managing the distribution electro-grid complex of Republic of Tatarstan, adjusting the relationships of operative personnel of the company with the newly organized allied subjects in the time period of reforming the power engineering industry, fulfilling the functions of the transferred form the branch of JSC "System Operator of the United Energy System of Russia" (JSC "SО UES") Regional Dispatch Office of Republic of Tatarstan (RDU of Tatarstan) and control of operation of operators and attending-repair personnel of branches of JSC "Network Company".

Establishing the CNM in JSC "Network Company" became the next step in reforming the power engineering of RT. Till its establishing the dispatch services of the company branches that realized the functions of the operative management of the electrical networks and substations on its territory, "connected" directly to the branch of JSC "SО UES" RDU of Tatarstan. Now the missing chain in the structure of operative-dispatch management was established – this is CNM JSC "Network Company".

Formation and realization in full of the tasks of CNM go in several stages. This is explained by necessity of the long preparation of operators, creating the technical possibilities of the operative management in accordance with the project of the plan of technical events, and the costs of their realization.

As long as CNM realizes the non-operational functions of informational character (participation in formation of the plans of facilities decommissioning, control over repair of facilities, formation of operative information for management of JSC "Network Company", development of the necessary technical documentation etc.).

In future the CNM will have to transfer to realization of the operational functions. The branch of JSC "SО UES" RDU of Tatarstan is engaged in will be engaged in managing the entities of the United national grid, аnd CNM JSC "Network Company" will take the operative management over the grids of the lower class of voltage. And the branch of JSC "СО UES" RDU of Tatarstan will cooperate not with the nine orderly dispatchers but with the one orderly dispatcher of CNM JSC "Network Company".

Functioning of CNM in full will allow the JSC "Network Company" to better coordinate and control the operation of the equipment of the electrical grid business of RT, trace its loading in real time, provide communication with the other subjects of power engineering industry as part of the single power system. Also due to CNM is reduced the way of information transfer about the violations in the work till the decision making center and backwards, which allows to operatively react to the occurrence of emergencies in the first place, in the networks of mid voltage 6-10-35-110 kV. Finally, this everything taken together, will serve for fulfilling the major task - enhancing the reliability and quality of energy supply to consumers.
