On 23 April 2009 was announced, that according to RusRating, the rating is based on the strong support from the main shareholder (Sistema) and the government, diversified operations, and a leading position in the production of microelectronics in Russia, which lowers the dependence on the main shareholder. Constraining factors include incurring loss, shortage of own funds to finance long-term projects and high sector dependency on macroeconomic changes.
