OREANDA-NEWS. April 17, 2009. “I am convinced social equity has to lie in the fairness towards its citizens on the part of the state. And equity in rights is ensured with equal obligations,” said to journalists Minister of Labour and Social Policy Liudmyla Denysova before a regular Govt’s session on commenting approval by the Cabinet of Ministers resolution “On payments dues for compulsory insurance by physical persons-subjects of entrepreneur activity who chose particular kind of taxation”.

The Minister considers everyone has to care about the pension in advance by participation in the system of compulsory state retirement insurance acting in Ukraine. Insurance dues are paid by miners, teachers, doctors and other citizens – in different amounts but not less than the minimal rate (UAH 208). And only subjects of entrepreneur activity pay from UAH 6 to 84 in due to the Pension Fund but, at this, pretend to provision of pensions on equal conditions.

“Thus, nowadays under such solidarity pension system the pension of subjects of entrepreneur activity is paid at the account of those paying more dues to the Pension Fund. But it is unfair. By the way, the stance of Government in this issue is shared by trade unions too,” the Minister emphasized.

According to Liudmyla Denysova, pursuant to the approved by the Government ordinance from May 1 of 2009 the physical persons – subjects of entrepreneur activity should fix the sum of insurance dues they will pay for compulsory state retirement insurance. At this, the sum of insurance due ought to amount not less than the minimal insurance due per person.

The Minister clarified that nowadays 1.492 mn citizens pay dues to the Pension Fund at the simplified system. “Change of insurance due rate will give chance to stabilize the budget of the Pension Fund,” the top official stressed.

Moreover, Liudmyla Denysova informed the coefficient of seniority in 2009 will be preserved at the level of 2008, which is 1.35 per one year of seniority used in the process of computation of pensions.
