FAS Found TorgTechOborudovanie Complaint Ungrounded
OREANDA-NEWS. April 07, 2009. The Federal Antimonopoly Service (FAS Russia) found that the complaint of "TorgTechOborudovanie" Ltd. against the actions undertaken by the Ministry of Industry and Commerce of the Russian Federation in organizing a public auction was ungrounded, reported the press-centre of FAS Russia.
The subject matter of the auction was supplying "kitchen utensils and tableware for the chemical weapons destruction facilities" as part of the Federal Target Programme "Destruction of chemical weapons stocks in the Russian Federation".
According to the Petitioner, the Unified Commission unlawfully rejected the Petitioner's bid for the auction on the grounds that not all pages of the documents included in the bid were endorsed by a senior executive or authorized persons and certified by the official seal of the Petitioner (a participant of the state procurement).
Investigating the case, the FAS Russia's Commission established that the Petitioner's bid for the auction was not duly drawn, in particular: not all pages of the documents included in the bid were endorsed by a senior executive or authorized persons and certified by the official seal of the Petitioner (a participant of the state procurement), which was contrary to the requirements specified in the auction documentation.
Therefore, the Unified Commission lawfully rejected the Petitioner's bid for the auction.
Upon investigating the case, the FAS Russia's Commission found the complaint ungrounded.
