FAS Inspected Government of Kaliningrad Region
OREANDA-NEWS. April 03, 2009. The Federal Antimonopoly Service inspected whether the Government of the Kaliningrad region observed the legislation on state procurement, reported the press-centre of FAS Russia.
In general, the system of state procurement, including procurement through an authorize body, organized by the Government of the Kaliningrad region, the auction biddings (in 94.6% of cases) ensures accessible, open and transparent budding, and absence of severe violations in state procurement. It is directly related to the growing number of business entities participating in the biddings, development of competition in the region, and considerable saving of budget funds (3.8 % in 2006, 5.4 % in 2007 and 8% in 2008 of the overall initial prices; the average rate of saving budget funds in state procurement of the construction and repair works reaches 13%).
Violations discovered in course of the inspection were of technical nature and did not affect the results of state procurement.
At the same time, the FAS Russia's inspection revealed several egregious violations of the procurement legislation committed by municipal customers in the Kaliningrad region, for instance: organizing a tender instead of an auction, setting unlawful requirements to the participant of municipal procurement, specifying unlawful procedures for bids evaluation in the tender documentation, etc.
The concluding part of the act of the FAS Russia's inspections gives recommendations to the Government of the Kaliningrad region for the centralization of state and municipal procurement in the region in general, which will be conducive to further development of competition, expanding access of small businesses to participation in the biddings, attracting investors and saving budget funds.
