Turkmenistan Discussed Capital City Development
OREANDA-NEWS. March 31, 2009. President of Turkmenistan Gurbanguly Berdimuhamedov chaired a meeting focused on further development of the capital city. The high-ranking officials of the construction departments and Ashgabat Khyakim were invited to take part in the meeting.
The meeting began with the presentation of the projects on reconstruction and development of the central city highways where the new administrative, business and cultural centre of the capital city was being formed. Upon thoroughly considering the projects the President provided some concrete remarks and proposals emphasizing that these buildings should adorn the avenues of Ashgabat and harmoniously supplement its unique architectural look.
Then the President gave the floor to the high-ranking officials who reported on the work done in the period.
Prime Minister D. Orazov reported on the progress of the urban development policy and fulfillment of the President’s instructions.
Minister of Construction Sh. Durdylyev reported on the measures taken to strengthen the technical and material basis of the sector and the potential of national construction industry in whole.
Minister of Construction Materials Industry Ya. Khommadov reported on the measure to increase production of construction materials of high demand on the domestic market.
Minister of Energy and Industry Ya. Orazgulyev reported on the progress of the concrete projects aimed at ensuring uninterrupted energy supply to the capital city.
Chairman of Turkmenawtoyollary State Concern A. Sarybaev reported on the measures taken to develop road and transport infrastructure in Ashgabat and its suburbs.
Ashgabat Khyakim A. Bilishov reported on the progress of the urban development programme in Ashgabat.
Commenting on the reports Gurbanguly Berdimuhamedov emphasized that the main goal of the ongoing reforms and changes initiated in construction sector in particular was to create the worthy living conditions for the people. Ashgabat – the pride and ‘visit card’ of the country was to vividly illustrate it. The President said that having set the task to turn the Turkmen capital into a megalopolis and one of the most beautiful cities in the world the Turkmen people relied on the best international practice and advanced technologies. The President noted that the wonderful buildings should be built for many centuries ahead to serve the future generations of the Turkmen people.
Focusing on the need for a complex approach to implementing the urban development programme the Turkmen leader put emphasis on the importance of all of its aspects including road and transport, engineering, social and household infrastructures. The President said the main demand made to contractors and customers was the high quality and compliance with the period of construction. In this regard Gurbanguly Berdimuhamedov demanded that housing and social facilities under construction throughout the country should meet the safety and quality standards.
The President focused on the task to train highly qualified specialists emphasizing that it directly contributed to success of the designated plans and large-scale projects. In this regard the President instructed Prime Minister D. Orazov to take personal control of this work.
The President said that the high-ranking officials of the Ministry of Construction and the Ministry of Construction Material Industry should pay close attention to these issues and noted that one of the main requirements set to the foreign contractors operating in Turkmenistan was the opening of the special centres for training local personnel.
In conclusion Gurbanguly Berdimuhamedov emphasized that the ultimate goal of the urban development policy – to ensure the high life quality to the people. This work included the innovative approaches to forming the urban environment as well. The President said that these goals could be achieved through using the architectural and engineering innovations, studying and applying advanced landscape technologies and practice. The Turkmen leader said that the more creative approaches should be taken to the age-old traditions of national architecture, which was embodied in the world-renowned historical and cultural monuments of Turkmenistan. The President wished success in fulfilling the designated tasks to those present.
