OREANDA-NEWS. March 31, 2009. An annual conference on the results of the administrative reform in 2008 and the main objectives in 2009 took place at the Moscow World Trade Center, reported the press-centre of FAS Russia.

The conference was attended by representatives of the Office of the President of the Russian Federation, the Office of the Government of the Russian Federation, persons in charge of implementing the administrative reform in the federal executive bodies, and in the executive bodies of the constituent territories of the Russian Federation, representatives of business community, non-governmental, expert and research organizations.

Conference participants discussed the results of the administrative reforms achieved in 2006-2008at the federal and regional levels, the procedures for stimulating administrative reform in 2009, and the issues of creating an electronic government infrastructure as part of the administrative reform.

The Federal Antimonopoly Service (FAS Russia) was represented by Lyudmila Solontsova, the Head of the Department for Control of the Public Authorities, who reported on "The Issues of Cutting the Costs of Residents and Businessmen in Receiving State and Municipal Services".

At the beginning of her speech, Lyudmila Solontsova emphasized: "The legal nature of the governmental services is public relations, which excludes the permissive rule that grants the parties the right to bargain! Applying the principle of a "negotiable price" to execution of governmental services is a straightforward factor of corruption!"

In her report, Mrs Solontsova focused on regulating charges for legal entities and physical persons in executing state functions and on providing governmental services by the federal executive bodies, their subordinate governmental agencies and federal state unitary enterprises. The presented compared current procedures for providing governmental services with the scheme for providing governmental services, which was devised by FAS Russia.

In conclusion Lyudmila Solontsova outlined the measures proposed by FAS Russia to cut the costs of the population and businessmen in receiving state and municipal services: developing legal framework, establishing inter-branch cooperation, creating an efficient controlling system.
