OREANDA-NEWS. March 30, 2009. Bohdan Danylyshyn: All investment projects planned for considering during a visit of Prime Minister of Ukraine Yulia Tymoshenko to Japan are realistic and will be actively introduced

The main priority of Ukraine-Japan cooperation is a complex modernization of economy of Ukraine.

On the outcomes of the official visit of Ukrainian delegation led by Prime Minister of Ukraine Yulia Tymoshenko to Japan perspective lines of cooperation were defined in such economic sectors as gas transport system, reconstruction and modernization of thermoelectric power stations, development of alternative energy, reforming of housing and communal sector, modernization of enterprises of mining and smelting and chemical complex etc.

Besides, it was agreed to maintain cooperation in agriculture, in realization of projects on the development of Ukrainian infrastructure, in particular in the framework of Official development assistance and other forms of financial and investment cooperation.

In the mentioned documents, that are to become the starting point for preparation and introduction of new bilateral projects, priority directions of the development of Ukraine-Japan collaboration in various economy sectors have been outlined.

A peculiar attention was paid to cooperation within the scope of Kyoto Protocol, notably in implementation of projects on the basis of Green investment schemes (GIS) and their joint introduction directed to energy saving and use of alternative energy sources in the following sectors of Ukraine’s economy:

- gas transport system;

- reconstruction and modernization of thermoelectric power stations;

- development of alternative energy (wind, solar etc.);

- reforming of housing and communal sector;

- building of purification structures that are accompanied with production of energy from sewage sludge and utilization of biomass;

 - introduction of advanced technologies of coal cleaning, extraction and use of methane gas on mines;

- modernization of enterprises of mining and smelting and chemical complex etc.

The parties have also agreed to cooperate in projects of modernization and reconstruction of metallurgic plants of Ukraine with applying of modern Japanese energy-saving technologies, including at the green investment scheme; realization of projects on modernization of ferrous and chemical plants, including replacement of turbines and compressors aiming raise of energy effectiveness, and projects on carbonic gas recovery in chemical industry; reconstruction and technical modernization of chemical enterprises of Ukraine with applying up-to-date energy effective and environmentally friendly technologies etc.

In the course of bilateral meetings understandings have been achieved on modernization and reconstruction of heat supply system of Ukraine, installation of modern cogeneration systems in housing and communal sector, introduction of biomass as fuel, use of heat pumps to reduce use of fossil fuel, transition of housing and communal services on alternative kinds of energy supplies, introduction of modern technologies for modernization of a system of purification of communal and industrial sewers as well as improvement of the present system of utilization of domestic waste to harmonize with the world standards.

To achieve improvement of energy effectiveness and reliability of Ukrainian heat-and-power engineering and reduction of emissions of greenhouse gases into the atmosphere pursuant to Kyoto Protocol a possibility to introduce modern blocks with capacity of 600 MWt on supercritical parameters on thermoelectric stations in Ukraine has been considered.

The intentions with regards to realization of projects on modernization of gas transport system of Ukraine, in particular modernization of compressor stations, including in the framework of Kyoto Protocol, have been fixed.

Issues of crediting of the development of certain cooperation sectors in the course of all the meetings were considered only in the context of realization of the signed Memorandums. The issue of drawing USD 5 bn to cover the planned deficit of the State Budget hasn’t been considered. The funds attracted under signing of respective agreements will be used for modernization of the national economy of Ukraine.

All the investment projects planned for consideration in the course of the visit of Prime Minister of Ukraine Yulia Tymoshenko to Japan are realistic and will be actively introduced.
