Under the Agreement, the air carriers authorised by the Contracting Parties are granted the right to operate air services across the territory of the other Contracting Party with or without landings for commercial or non-commercial purposes. The Agreement stipulates organisation of air services between the two states in cases of annulling, restricting or suspending flight permits, in cases of exemptions from customs duties, taxes and excises. Also stipulated in the Agreement are the principles of operating the agreed services, and basics of security in air services.

Vladimir Sosnovsky, Minister of Transport and Communications of Belarus, has been authorised to hold the talks and sign the Agreement.
