Ministry for Regional Development Violated Federal Law
OREANDA-NEWS. March 12, 2009. The Federal Antimonopoly Service (FAS Russia) found that the Ministry of the Russian Federation for Regional Development violated the Federal Law "On State and Municipal Procurement of Goods, Works and Services" and issued a determination to eliminate the violations, reported the press-centre of FAS Russia.
The case was initiated upon a petition of "MAK-group" Ltd. The Petitioner stated that the Ministry unlawfully rejected its bid for quotation request the services of supplying and installing air conditioning and ventilation systems, on the grounds that "MAK-group" Ltd. failed to specify its location.
FAS Russia established that in its quotation bid "MAK-group" Ltd. gave its legal address, which is also the company's actual location and mailing address. Having investigated the case, the FAS Russia's commission found the complaint of "MAK-group" Ltd. justified.
FAS Russia issued a determination to cancel the Quotation Bids Consideration and Evaluation Protocol and requested to reconsider the bids in accordance with the state procurement legislation.
