OREANDA-NEWS. On March 10, 2009 Yulia Tymoshenko, the Prime Minister of Ukraine, suggested a new anti-crisis approach to solving an issue to shorten arrears of wages. The Head of Government informed during the selector meeting dedicated to payment of salaries in the regions.

“I would like to propose a new anti-crisis approach in reduction of arrears of wages,” Yulia Tymoshenko announced.

The Prime Minister stressed coordinated by the Ministry of Labour and Social Policy general monitoring of payment of salaries all around the country has to be conducted on a daily basis. According to her, in the regions special groups are acting with an aim to analyze the state of payments.

Moreover, the Premier added the enterprises-debtors that are to receive reimbursement of VAT from the state will be included into tables. “On the central level a model according to which we will return the VAT out of turn has been elaborated,” the Head of Government emphasized.

Yulia Tymoshenko underlined, such enterprises should open special accounts in the State Treasury in order to receive funds as a result of VAT reimbursement to be directed to paying off arrears of wages. Also the lists of debtors-enterprises, those having debts in payment of salaries have to be made.

Into a separate group will be gathered solvent corporations that have accumulated the debts for the supplied material-technical resources or for the fulfilled works to the other local enterprises, failing to pay to their employees. Another group will be made of debtors having debts in VAT reimbursement. “The enterprises having arrears of wages but, at the same time, not having debts in VAT reimbursement will have an opportunity to receive funds at the account of debtors that are to obtain VAT reimbursement from the state,” the PM explained.

According to the Head of Government, a peculiar attention ought to be paid to enterprises of defence complex and other state companies, due to fulfil the state order. Yulia Tymoshenko emphasized now the work to fulfil the state orders has to be activated with an aim to ensure the enterprises to operate in normal regime and respectively liquidate arrears of wages.

Yulia Tymoshenko also added from January till March general sum of debts in payment of salaries had increased by 9% and amounts UAH 1 bn 223 mn. According to her, such a problem exists in 18 regions of Ukraine.
