OREANDA-NEWS. March 10, 2009. The Federal Antimonopoly Service (FAS Russia) investigated a case on violating the Federal Law "On State and Municipal Procurement of Goods, Works and Services" and concluded that the Health Care Department of the Volgograd Regional Authority lawfully rejected the auction bid of "Uvent Company" Ltd., reported the press-centre of FAS Russia.

The case was initiated upon a petition of "Uvent Company" Ltd. The Petitioner stated that the Department had unreasonably rejected the company's bid for participating in the auction for supplying expendable materials for hemodialysis for the needs of health care institutions in the Volgograd region.

FAS Russia established that the Petitioner's bid for various lots did not indicate specific values of technical parameters for hemodialysis devices but repeated the range of values specified in the auction documentation. It did not meet the requirements of the auction documentation and was contrary to Clause 4 Part 1 Article 12 the Federal Law "On State and Municipal Procurement of Goods, Works and Services".

Having investigated the case, FAS Russia concluded that the Auction Commission lawfully rejected the Petitioner's bid for participating in the auction.
