OREANDA-NEWS. On 03 March 2009 was announced, that the Kandalaksha aluminium factory has once again addressed for support to local authorities. In December of last year the city council of deputies has given KAZu a privilege: the tax to the earth in 2009 have lowered for 30 percent. Instead of 6 million 700 thousand roubles have allowed to pay on 2 million less.

Predictably, this preference has not rendered essential influence on a factory financial position. Along with metal curtailment of production numbers of metallurgists continue to thin.

The aluminium price at the London stock exchange of metals has fallen to 1300 dollars for ton. The cost price of its manufacture on KAZe makes now 1800 dollars. Operating company RUSAL has laid down the aim for our fellow countrymen - to reduce the cost price to 1000 dollars.

For this purpose the administration has accepted a number of measures: has addressed to powermen with the request to lower the tariff for the electric power, is engaged in search of suppliers of raw materials on more favourable conditions. And change has asked to make to the previous decision deputies of the City Council and to reduce the ground tax to 57 percent.

Some people's choices have stated doubts that the given privilege will facilitate factory position. In spite of the fact that management KAZa could not give a guarantee about the termination of reduction of the personnel, deputies nevertheless have complied the request. Experts of administration of a city have convinced them of necessity of such decision, having told, that the regional Ministry of Finance is ready to compensate dropping out incomes in the sum of 6 million roubles, as a result the local budget will lose only 41 thousand.

If the authorities of Kandalaksha have agreed to support fellow countrymen-metallurgists the government of Russia still reflects over, whether it is necessary to help the compatriots working in private aluminium company RUSAL. One week ago it managed to co-ordinate with banks of a condition of re-structuring of a debt on 7,5 billion dollars. The company expects to receive a delay on the basic debt at first for three months, then for two years with a binding of payments to the aluminium price at the London stock exchange. As the newspaper "Businessman" writes, in exchange RUSAL should provide "the comfortable letter of the government" on support of plans of the company.

Oleg Deripaska, the basic owner RUSALa which recently come back to an operational administration and has become by the general director, has directed the inquiry on conditions of re-structuring of debts to the Russian government. In it it is said, that from February till December the company should pay to creditors of 8,1 billion dollars on amortisation of the basic debt and percent. But … I Quote the document: "In case of preservation of a current price level during the first half of the year 2009 the company can face deficiency of money resources and cannot serve the credit portfolio under the schedule existing for today".

Referring to a source informed on negotiations RUSAL, banks and the state, "Businessman" informs, that the government is ready to render to Oleg Deripaska "political support", but does not wish to incur "commercial obligations". However, as it is supposed, the declarative document as "political" support RUSAL hardly will satisfy creditors.

As it became known to capital mass-media, the next meeting of the cabinet about problems of metallurgical branch is planned for second half of February.
